Bishop Lowe was born in Billings, Oklahoma in 1948. After military service in the US Navy/River Patrol during the Vietnam War, His Grace entered the Southwestern Assembly of God University. He graduated in 1975. Sensing a call from our Lord to mission service, he launched into a variety of missionary roles including serving with Teen Challenge, the International Correspondence Institute, and with Mercy Ships International, YWAM. The Lord sent him and his wife to a variety of countries including Belgium, Italy, and Germany, and Mexico, Japan, South Korea, Belgium, the Kingdom of Tonga, Fiji, and Samoa. His Grace would find a home with the Filipino people eventually becoming the Archbishop of the Anglican Province of Saint Jude in the Republic of the Philippines. His ministry in the Philippines started in March of 1988 and continued through to 2023 as Archbishop Emeritus, then Episcopal Visitor to the Philippines, before Bishop Jun Paul Canillo was chosen as Bishop Ordinary of Mindanao.
In November of 1996, he was consecrated a bishop in the Communion of Evangelical Episcopal Churches. After returning to the States, in 2013 he was chosen as the Bishop Ordinary of the Anglican Catholic Diocese of New Orleans until the present.
Bishop Lowe holds a Doctorate in Theology specializing in Episcopal studies from Laud Hall Seminary of Lakeland, Florida. He is married to the former Miss Kathleen Petrotta of Arcadia, CA since 1982.
He has authored a number of articles for various Anglican oriented publications including An Inside Look at the Anglican Altar, culminating in being the compiler of Anglicana, a 50,000+ -page anthology or library of Anglican books, etc., for mission related use.
